This is pretty much spot-on. She's part cult leader, part basketcase, part Queen of Hearts. Even her whole Red Queen title alludes to it.

I had assumed that it was a reference to this incident where an elderly woman was accused of cutting internet coverage to parts of Georgia and Armenia by cutting a data line.
