Who defines what is rational and how can it apply to everyone or is it all perception begging the age old question can you prove to me you are real?

Even if we all agreed on the definition of "rational", wouldn't the biological imperfections which constrain cause us to act in irrational ways?

What if we used a probabilistic model of "rational" to determine the "rational" act? Is it always preferable to act "rational"?
