Personally, I like it when most things goes into the same folder. It just feels more active.

But thing that are important but rarely used (like art threads) could have their own section.

Indeed.  The rules say that to resurrect a thread more than 30 days old is to commit the mortal sin of Spam, which strikes me as a little heavy-handed for some of the art stuff which can take more than that to complete.
