Tea in its most specific meaning refers only to the infusion made from the leaves of Camellia sinensis, while tisane is made from leaves of any plant except that one. Those are the specific definition. Traditionally, however, the word 'tea' is used to refer to any infusion (and this use is accepted), while 'tisane' is more comonly used to refer to infusions used for medicinal purposes.

It's an option, but I think you should look for other alternatives first, if you haven't already. Personally valuable items don't hold as much value for others as they do for you, you'd only get their material worth in exchange for them.

Not unless your neighbours are doing something illegal. Otherwise you should respect their privacy, as I believe you'd like them to respect yours.
