Since this topic looks like it's going to come up a fair amount in the next bit, I figured we might as well dedicate a thread to it so we can have all of to arguments pro and contra in one place.

Or not, because as it turns out no one else cares lol.

And I still don't know what the deal with the dragon council is. Is it canonical? Did it get mentioned randomly in the errata somewhere and never followed up on? Is it like a county council somewhere, but everyone in the county is a dragon so it's made up of dragons? Did the fandom make it up? Did the dragon council make us up? Did the dragon council make itself up? If so, can the dragon unmake itself by unimagining itself? Can it unmake us? Can we unmake it? Would we dare? Does the dragon council follow Robert's Rules of Order or some other, older set of rules? Is Robert himself on the council? If so, is it because Robert's a dragon or for some other reason? Is Robert some kind of ancient eldritch being even older than the dragons? Is Robert secretly Quoar? How would we know?

I was trying to think of discussion starters for the post but I think it went off the rails at some point.

I was going to say that I'm not sure I really see the need for Quoar to be draconic in terms of trying to fix gaps in our understanding.  It would definitely make things interesting as a plot twist, and it would fit into his theme of duality.  I just haven't seen a single thing so far that can't be explained by shapeshifting.

As for the dragon council, Fa'Lina mentioned that dragons have a hierarchy, but one which is more subtle than the Tri-wings of the 'Cubi.  Hizell is surely one of them, M'Chek probably was too, given the setup he had with the city. I'm not sure they necessarily have a council so much as an ad-hoc coalition of interests.  Though I'm open to being convinced otherwise.

Yeah the question(s) was more for some other users who kept using that specific phrasing. My strong suspicion is that the dragons carrying out the war with the cubi are a specific, relatively organized group (Given their ability to carry out a war) but don't represent the totality of what would pass for the dragon 'government'.
