I think this is referring to Destania's request to hide Aniz in p.1597, and Cyra is suggesting that because Destania seemed to be genuinely in love with Aniz at the time, that it's possible she is still capable of love, in which case she may genuinely care for Edward and Dan.

I think what you're remembering is Pyroduck's adoptive mother saying that the Inn was part of the encroaching Void Event.  What the source of the Void Event is is anyone's guess, but the balance of probability is that it's not Cyra's doing.
