Wouldn't a halfie have made a better choice?  He could leave the tail as-is and just worry about the face.  This is assuming that more radical shiftings are more draining, of course...

Why not just cover the arms? I know it's like... 'taboo' for shapeshifters but is there anyone actually policing that?

He's a touch paranoid, and wants to look as un-shapeshifter-like as possible. Humans are pretty boring, so that's a good go-to

They have a particular superstition that if they cover them they'll lose their powers. Whether or not that's actually true is up for debate
