Eww... that looks like the DHS version of Jakob's Grandfather.  Someone has clearly taken exception to him... I wonder what he did (or was) this time around.
I had a couple of other suggestions for unusual judgement cases (given that people default to how they looked when they died), maybe we'll get to see some of those too.

Also, Jake doesn't seem to be very good at this whole judgement thing...

Well, seeing as Jake and his worshipers haven't been outlawed yet, I doubt it's anything to do with that. Besides, from what I've seen and heard, Tricksterism usually gets you the rope instead of the axe.

Also, "Josef" seems a bit more... purple, than I remember him.

Execution methods seem to vary per region... in earlier comics, it was suggested that tricksters were stoned to death. There has been some imagery implying that tricksters can get the axe, too: http://dhscomix.com/comics/comic.php?v=26&p=Bonus1

I guess since this is pre-Fall era, it wasn't just tricksterism that got him this fate. But... being beheaded doesn't always imply he committed a crime. Could have just been the wrong place, wrong time...

Ghosts tend to be monochromatic in relation to their eye color... exceptions being the heterochromatic and for some reason Mana.

I think Loki said that where she came from, they burned tricksters to death.
Josef Svensohn in the Project Future universe was guillotined for being an incubus.  I wouldn't have expected his DHS counterpart to face that kind of persecution, especially in an era before Tricksterism was a capital crime.  For that matter I'm not sure whether guillotines are canon in DHS either, but I can't see a reason why not - though they may have a different name.  They have existed in one form or another since at least the 13th century, e.g. the Halifax Gibbet.
It would be ironic if his decapitation was some freak accident.

But of course... the reliability of things said in TTs can always be called in to question, since the way they phrase it makes it sound like stoning is the standard punishment...

Y'know. It depends on the resources available I guess. Not everyone has a bunch of rocks lying around for audience participation.
