Liscense to Kill?

I find one thing especially odd about this:  They were all able to get on board planes twice with passports that were obvious fakes.  How on earth did they pull that off without inside government help?

I'm not complaining; the guy they whacked was a murderer and terrorist.  But it's disquieting to know that it is still apparently very easy to get on a plane with fake passports.
