For those who missed the story between all the talking and the plot giving npcs being killed off too quickly here's some of the information so far.

After the events of the first Bionic Commando game, Spencer was put in jail for actions he did under the orders of super joe. soldiers known as Bionics were hailed as heroes but soon the public started to fear the power that they had due to their bionic enhancements. Laws were passed and Bionics had their bionic limbs taken from them to ensure they wouldn't pose a threat to the people, some bionics didn't submit to this and were labeled renegades, a group going by th e name of Bioreign dropped a bomb called "witherer" on Ascension City. Joe springs you from the clink and gives you an arm and sends you on your merry way to stop them from causing anymore trouble

Well as i mentioned some of the npcs around give plot and i kind of just ran up to them and started converting their body mass into lead. I also neglected to explain the story when asked so i though i'd post it real quickly
