I believe that Ted is referring to the ads in which Charles Atlas offers to turn 98-pound weaklings into he-men. They were a staple in comic books for decades. Most featured some variation on the theme of a kid being picked on at the beach and then returning to beat the crap out of his bully after ordering the program and working out for a bit.
