You can try, if you have the time and patience required to host an RPG, and if you have an idea that people here may like. If you have the former but not the latter, you could try posting it somewhere else, where people are interested in playing something different. If you don't have the former, then you should at least try getting a co-GM, or waiting until you have enough fre time.

You need to find the reason first. As far as I know (from dealing with others), people become apathetic when they feel there's something that would hurt them too much if they faced their feelings. So I think you should find what that something is, and how to deal with it.

There's this kid on my street who has some sort of morbid fascination with the woman who lives across from me and my family. She's sort of a shut-in, a little aggressive, and rather nosy, but my dad and I are nice to her because we know she's not really a mean person, she's just old and has nothing much to do. The aforementioned kid is obsessed with her for whatever reason; he'd tell other kids she was a witch when he was younger, tries to knock on her door or look in her windows, and today I saw him circling her house with a group of cronies. Although the woman is a little hard to get along with, I'm really angry at this kid and disgusted that he won't leave her alone. What should I do?

Please keep in mind that this is a "just for fun" topic. If you ask something here, you're about as likely to get a serious answer as you are to get a generic "set him on fire" answer. I'm just telling you this to let you know it's generally not the best place to look for answers to real problems. That said, have you tried talking to the kid's parents?
