That sounds like a zen question, but I'd say it is. The law says that you must not do it, not that you must not get caught doing it. If you don't get caught, then you may not face punishment for it (save for the punishment your conscience may deliver, if you feel what you have done is wrong), but that doesn't make it any less illegal.

Has anyone here ever experienced the feeling of trying to write, but your head feels swollen with pent-up ideas and you can't get them all out? If so, what do you recommend doing to get the ideas nice and orderly again?

Don't.  Just blurt them all out at the same time.  Then, if you want, go back and edit it.  Writing isn't a one step process.
