To the best of my knowledge, just Zack. I copy-paste the names from the "To" field of the PM to the notification post.

CountDraculaBelmontHater and Fresnor were going to be the two peeps to receive huggles tonight. But then noticed that CDBH was close to 1 month inactive. I debated with re-rolling his...but decided that I'd rather give an extra huggle tonight, which went to Eowyn.

So... if you've been inactive for over a month, you are dropped from the Random Hugs list until you are active again? I was wondering about that.
