Yes.  Though the staff uniform rule is to try and help separate the staff and students, given that they all look like they're in their 20s regardless of actual age.  There is a risk that students may attempt to pretend they're staff, especially the Dimanikas, and it only gets worse once the students are adept at shapeshifting into alternate identities.
While the uniform won't help against a defermined shapeshifter, Illiath is not pleased by students impersonating staff and she's not someone you want to get on the wrong side of.
