Cows are domesticated livestock.  The natural conditions which normally inspire adaptive change in species are not a concern for these creatures, as all such worries are handled by the human keepers.

Since none survive a particular slaughter due to any mutation or adaptive change nor are they generally allowed to freely breed, they do not continue to evolve.  Additionally, humans control their breeding and perform a certain amount of baseline gene-manipulation.
