I'm having trouble with step three. I can't drink beer because anything carbonated tends to make me snort it back out (which is a most unpleasant feeling). Is there another way which I could proceed?

If that's the case, no establishment nearby sells real beer. Where could I find some?

(Isn't there bubbles in beer because the fermentation of yeast creates carbon dioxide?)

An amount, yes. Nothing quite like soda unless they intentionally inject more into the brew. At worst it tends to be on the level of flat soda.

I would take to a two step process. First step, nuclear waste in the drinking water. This part needs no explanation. After this has been going on for a while, collect up people and start beating them with baseball bats until they do something amazing. These two things will leave you with an un-mundane population. Unfortunately phase two does not scale very well, since you will need the not mundane to conduct the beatings, but if you can keep the baseball bat gangs underground long enough the laws of growth will be able to overwhelm any military response. You shouldn't need to many of these amazing people to do that.

And alien encounters/sightings are always fun to schedule. But I would say wait until the midterm elections.
