But we, the readers, don't know what those rules and limitations are, and if they can put those limitations on themselves then they could easily remove them as well.  Point here is that if poofing someone out of existence isn't against the rules then what exactly is?  Honestly, the tension of if Mab will or wont break her own rules and act as an all powerful being to build/destroy/recreate the world as she wishes to isn't really plot tension.  Plot tension in an adventure story comes from the struggle that the characters have to face in order to overcome challenges.  Having a god in their pockets kind of negates that.
