I don't think that's what would happen. Seth already worked out that Salomere was being wrongly accused due to her reaction to Scruff's death. He took an oath to uphold justice, so even if law wa ta Salmore dead, Seth knows it's for a false reason and wouldn't try to kill her or Dorcan again.
