i'd have to argue that it's a fair game tactic(not that i'm saying darkmoon is wrong), when you know that they will turn hostile either way, and are a target for the quest. attacking first is a good strategy, and he did save before entering so he knows if he fails he can just head back into town find something to beat her with and come back, and if that doesn't work rinse and repeat.
