Since it was cut off long enough to kill him, one presumes that it would also be longer than required to make him slightly cuckoo, yes.

Or he could have just died of blood loss first since if you get run through in the chest your gonna bleed alot.

I find it funny how it somehow matters by what method he died. They all result in brain death due to lack of oxygen, just as with any other death.
Well, except for the option of your brain being dissembled in one manner or another. Then oxygen has less to do with it so much as disassociation with the other bits and pieces.
