That an office connection? Because if it isn't, I'm officially impressed.

Why's that? Even Australia has 20Mb/s Cable (which is, of course, shared) and 24Mb/s ADSL2+ (if you live near an exchange which has been enabled for it).

I'm supposed to have 10Mb/s, but the test says otherwise.

There are many things that'll slow you down.
If you want to test your full speed, download something off an FTP server run by your ISP. If you can't get a high download speed off of that, then there may be a problem you might want to get checked out.
