Interesting conundrum.  Claw is kind of caught between the wishes of her God, and her promise.

Arguably she's supposed to enact the will of her god, but 'god told me to break the promise' only works so far, otherwise word will spread that Ceraph Clanners are oathbreakers and not to be trusted.

Actually, breaking a promise would be beneficial to the God of Lies, wouldn't it...?

So would making a promise not to kill tricksters. It's hilarious. Claw seems to have trapped herself.
