It seems like we get another clue about why Puck needs Spooky and the Moraine.

It's sounds like he lacks the ability or power to make the wish himself. I must admit I missed the subtle clues about how magic power is linked to one's Essences  which is made up of ones, depth of will-power, personal strength, conviction, love, faith, and fortitude. But now with that, it kind of explains the power difference in each individual we've scene using magic.

Puck is very selfish, while Moraine is fortified in all of those from what we've seen of her interaction with others. If Puck can't make the wish to set himself free, then it would seem Moraine would.
