Because it's only 4-5 years since he took control.  At that time he abolished the death penalty and he's worried how it will look if he re-instates it so quickly.

I forgot the exact number, but fortunately I had put it on page one.  I settled on 151.  So it's 1989, probably around the start of DMFA, and 4 years after Dark Angel.
