I thought Piflak and her ilk were at least decent but it turns out they're just as kiniving as any demon or dragon.  I know there are decent souls but is everyone I take a liking too a plotting rat deep down?

Probably selection pressure.  The ones which didn't plot and scheme because they're too nice would have been the low-hanging fruit for Hizell and co during the Dragon-Cubi wars.
