Eh, shifting the blame is always dirty business.

Though one could wonder where the person is right now or where all that money went. Not to mention was it intentional to make the dam fail or was William just simply greedy?

Josh, not to be critical of your spelling, but... in this situation, it's a damned dam. And a damned shame, to boot. *cough*

I'd go for the latter, but there may be other things going on that haven't been shown yet...
