Injuries at such a crucial time could be fairly problematic when numbers are low and showing a sign of force to the Fey Queens.

The Faerie Tithe happens once every seven years. Hunter gets into the explanation as to why at the beginning of Issue 12...
Yep, the fairy tithe happens once every seven years. I'm not sure why it's seven years, that's just the story I've always heard. (It came from the story of Tam Lin, right Matt?) A lot of things seem to revolve around the number seven, for some reason. :)
The Treaty Night Moraine and the Commander are planning for also happens every seven years, but not the same year as the tithe. The last Tithe Night happened in the CN:H world in 1996 (that's when Max first runs into the fey). The current year in CN:H is 2000.
The Treaty Night is supposed to be neutral. Unfortunately, the fey are very good at finding loopholes. They're like the lawyers of the magical world >:3
... so Max is still fairly young, even if he's had a busy life so far. I spose that works. ;-]
And yes, lawyers are indeed very like the Fae. I'm minded of two points - one, Terry Pratchett says (in Lords and Ladies, IIRC) that Faeries are like Cats; they look cute and cuddly enough that you overlook that they are evil-minded little torturers, most of the time. The other point, of course, is the old joke about the difference between a lawyer and a catfish, being that one is a scum-sucking low-life bottom dweller... and the other is a fish. *grin*
I think that seven along with three are just ancient symbolic numbers. I know the meaning behind three... while I could look into the meaning of seven, I could also speculate that seven and three make ten, and ten is special in its own right.
And back to the point I was making, "it hasn't been seven years yet". There's still three years to go.

At least in Judeo-Christian numerology, seven represents material completion. World was created in seven days, (Yes, the rest day counts), it is seven weeks between the exodus and Mount Sinai, the patriarchs and matriarchs number in at 7, etc.
