It's always the darn paperwork! Just think how far evil could go if it weren't for all the bureaucratic red tape and paperwork!

Well, any group of heros could defeat Chaos. It isn't a streach what so ever to say that he's defeatable by paperwork.

Hell, I bet even a cowardly hero who runs at the sight of anything who bribes his enemys and constantly goes to bars could defeat Chaos, as long as that said person weilds the title of "hero," he gots a free pass to save the world despite how dangerous and life threatening any villan he may face might be.

It's like some law in nearly every RPG ever made.
