edit: When i was a kid, my father inadvertently taught me the meaning of 'buxom' while watching a movie with Ann Margaret prominently displayed.

As for the quote, it's during the 3rd season episode, Doppelgangland, Willow has to pretend to be the evil vampire version of herself. When someone comments on the fact that "Evil Willow" is no longer acting evil, so goes "of course I'm an evil vampire! Look at my outfit!"
