I wonder if the Executioners get a set curfew in the city by standing in rank and the likelyhood that they will try to escape at all.
So this isn't just a show station it also has it's own amusement park too. Wonder if they have their own Casiono strip to for betting on the game and other things too?

Bioshock? I've never played that game before. The only prison I know of that's like a city is Superjail. xD
