seems there's a rule about taking down one of your own if they 'turn'

Zombiefication is a real problem when zombies exist.
Though a Celeste Talmi is something I didn't expect to see...

Is decapitation even going to work?  I thought zombies were able to remotely control severed portions of their bodies?

Wouldn't the only to really destroy Sally now be to completely disintegrate her and scatter her ashes to the solar winds?

Or are the zombies of the Last Resort universe destroyed much more easily than that?

Pyrolysis is the most common method of disintegration, so that would work.
That also explains why most old horror movies portray an active pyrophobia amongst the undead.
