One of the hardest parts about posting topics in this forum is having to remember the date. Time is fundamentally unknowable and indeterminant, driven by its own strange methods and stranger goals. What was I talking about again?
Anyway, I'm betting 50/50 odds that the reveal will be either that the dragon is actually the elected leader of a republic or that the dragon has some specific noble title other than king.
That or the dragon is a Prince-bishop (https://en.wikipedia.org/wiki/Prince-bishop). It's an extreme long shot, but it would be very funny (I generally think a lot of the political and governmental weirdness of IRL medieval Europe is underrepresented by fantasy media in general so maybe I'm biased).
