I wonder if they're actually bounty hunters or something? Like in Skyrim where they act as middle-men, and try to extort the bounty from you (plus their cut) in exchange for not taking your head to the authorities? (Fun fact: they take the money but don't actually clear the bounty. I usually just add them to the body count these days)
Even so, "Your money or your life" is not the best way to state your intentions if you're not actually robbing people.
