Is it actually safe to walk nearby Chernobyl now, or did the people who built that memorial have to wear radiation suits while building it?
It's "safe" to go there.
A good bit of the radioactive material that was released then didn't stay in the there but rather was blown across a large portion of Europe/Asia. The actual radiation given off in Chernobyl varies form location to location, so while there are some areas where you really should not go, there is plenty of areas where all you would need is a Geiger Counter/Reader. If I recall correctly the other reactors were finally shut down sometime around 2000, roughly 14 years after the event, and the memorial was built in '06.
