I propose that the speaker is Nutmeg, looking to reclaim a lost hug.  Much to Jyrras' chagrin, she will succeed, which will on the other hand appease Albanion, bringing the "tattoo" thread to pretty much nothing, but establishing that Fae can be Pretti Nasti, which will certainly come up in a later plotline - something related to the Creature Council (who may well bring up the wrist things again).  And the collective forum will forgive Albanion for what he did, because he saw nothing wrong with what he was doing, and nothing ever happened onscreen to a major character.
